He's the darling of Tea Party activists and to some the daring voice of Republican conservatism. Or is he, to others, a central figure of and the nervy spokesman of a failed, discredited administration? The familiar, gravelly basso voice of former Vice President Dick Cheney will be heard in Southern California soon as the scheduled keynoter for the annual fund-raising dinner for the folks at the Claremont-based conservative think tank. While partisans may dub him the Darth Vader of the right, the ex veep is to be in downtown Los Angeles on the night of March 27 to pick up the Statesmanship Award from the institute, which also will be marking its 30th anniversary with the event.
